Not a Victorian word - have never heard of it. Not New South Wales either; lived their for a long time too.

My posse and I have been using nuff nuffs (buggered if I can get the spelling sorted) for years.
I also like windowlickers in lieu of tards.
We still tend to resort to "hairdressers and telephone cleaners" (Douglas Adams), which might be the equivalent of your windowlickers.
